How to solve the problem of large waste becoming a stumbling block for a zero waste city?
Release time:2025 / 12 / 09

In the grand blueprint of building a waste free city, bulky and difficult to handle large garbage (such as discarded sofas, mattresses, wardrobes, etc.) are increasingly becoming a "stumbling block" that cannot be ignored. What are the root causes of the challenges it brings? How can we effectively resolve it?
How can large garbage become a stumbling block?
The recycling system is weak and there is no way to dispose of it: compared to conventional recyclable materials, large garbage has higher requirements for the recycling system due to its large volume and scattered distribution. In reality, specialized recycling stations are scarce and the transportation capacity is insufficient, resulting in residents often feeling like they have nowhere to throw their waste. Helplessly, they pile it up in corners of the community or next to garbage bins, which not only looks unsightly but also easily causes secondary pollution.

The processing cost is high and the power is insufficient: from professional transportation (requiring large special vehicles) to fine disassembly (requiring manual sorting of metals, wood, fabrics, etc.), and then to subsequent processing, the entire processing process is extremely costly. Enterprises often face the dilemma of high investment and low returns, coupled with a lack of effective policy subsidies and economic incentives, which naturally dampen their enthusiasm for participation.

Lack of public awareness and unclear responsibilities: Some residents have insufficient understanding of the environmental hazards of long-term accumulation of large garbage and are not clear about formal disposal channels. The phenomenon of "occupying roads and piling up" is not uncommon in old residential areas, which not only encroaches on public space, affects garbage collection, but also damages the community environment. The lack of sense of responsibility has exacerbated the chaos of disorderly management.

Regulatory supervision lags behind and constraints are weak: The current regulatory system for the full chain management of large waste (generation, collection, transportation, and treatment) is not yet sound. The responsible parties are unclear, and there are gray areas in regulation - problems such as businesses failing to fulfill their disclosure obligations and illegal dumping by transporters are difficult to effectively curb, leading to market disorder and difficulty in forming long-term management mechanisms.

Adopting multiple strategies to remove obstacles
Efficient and convenient recycling network:

Convenience point setting: Reasonably set up large garbage temporary storage points with clear signs and standardized management in the community, providing residents with convenient "doorstep" disposal.

Professional cleaning: Establish a professional team equipped with large transportation vehicles and lifting equipment, establish a regular cleaning mechanism, and ensure that garbage is promptly transported to the centralized processing center.

Smart empowerment: use the Internet plus model to develop a convenient mobile APP or phone booking platform, achieve one click booking and door-to-door recycling, and significantly improve service efficiency and user experience.

Cracking the cost dilemma and stimulating market vitality:

Technology cost reduction and efficiency improvement: vigorously develop and promote automated and intelligent dismantling equipment (such as intelligent recognition sorting lines and efficient crushing equipment), improve dismantling speed and resource recovery rate, reduce dependence on manpower and overall costs.

Precise policy support: The government should introduce substantial incentive policies, such as tax reductions, special financial subsidies, or low interest loans for compliant enterprises, to effectively reduce their operational burden and enhance market attractiveness.

Exploring a reasonable sharing mechanism: A processing fee system based on the principle of "whoever generates, pays" can be carefully studied and piloted to compensate for processing costs, but it needs to be scientifically designed, open and transparent to avoid excessive burden on residents.

Building a solid foundation of regulations and strengthening full process supervision:

Improve the regulatory system: accelerate the pace of legislation, clearly define the responsibilities of all parties - force merchants to fulfill the obligation of informing the handling method when selling products; Strictly regulate the qualifications of transportation enterprises and strictly prohibit illegal dumping; Clarify the environmental protection technology standards and emission requirements for handling enterprises.

Building a rigorous regulatory network: strengthening regulatory forces, utilizing information technology to achieve full process and seamless monitoring of the source, collection, transportation, and final treatment of large waste.

Iron fisted law enforcement deterrence: significantly increase the punishment for illegal disposal, illegal transportation, and substandard handling, form effective deterrence, and ensure the healthy and orderly development of the industry.

Conclusion: Although the stumbling block of large garbage is stubborn, it is not insurmountable. Only by building a sound recycling system as a foundation, breaking through cost bottlenecks to increase momentum, enhancing public awareness and cohesion, strengthening regulatory protection, and forming a multi-party collaborative governance pattern, can we effectively solve the dilemma, clear obstacles for the construction of waste free cities, and pave the way for a greener and more sustainable future.
